List every business matching a verified buyer email

GET 
/registry/v1/proposal/returning-buyer/matches/:email_address

Requires either a merchant API key, or a delegation token scoped to this exact path (e.g. the token returned from PATCH /proposal/returning-buyer/verification in the Two-Delegated-Authority-Token header). Use this to let a buyer who has already confirmed their email choose between multiple existing registrations, or to fall back to creating a new proposal, without asking them to re-enter a verification code.
